Basically He is telling them that the person who has had extensive knowledge of a teaching of God (such as the Jews, who had God's complete law, from the old testament, yet still did not practice it with love & also did not recognize Jesus as the Messiah)& still does not obey it, is set for more punishment than the one who stumbles & falls because he did know know any better.
